With a provisional licence, learner drivers in the UK must follow DVLA rules before they can pass their tests.

 What Learner Drivers Can Do

  • Drive on most UK roads when supervised.

  • Book and take the theory and practical driving tests.

  • Drive on motorways only with a DVSA-approved instructor in a dual-control car.

What Learner Drivers Cannot Do

  • Drive without a supervisor (must be 21+ with 3+ years’ experience).

  • Drive without displaying L plates (or D plates in Wales).

  • Drive without valid learner driver insurance.

Insurance for Learner Drivers

You must have learner insurance if practicing in your own car. Driving schools provide insurance in their vehicles.
