Learner Drivers in the UK – Rules and Restrictions
With a provisional licence, learner drivers in the UK must follow DVLA rules before they can pass their tests.
What Learner Drivers Can Do

Drive on most UK roads when supervised.

Book and take the theory and practical driving tests.

Drive on motorways only with a DVSA-approved instructor in a dual-control car.
What Learner Drivers Cannot Do

Drive without a supervisor (must be 21+ with 3+ years’ experience).

Drive without displaying L plates (or D plates in Wales).

Drive without valid learner driver insurance.
Insurance for Learner Drivers
You must have learner insurance if practicing in your own car. Driving schools provide insurance in their vehicles.
